A public survey has revealed that three quarters of people are opposed to plans to sell of some of England's forests while leading figures have also called for the decision to be reversed. Almost 90 prominent figures signed a letter claiming that such a sale would be "misjudged and short-sighted". A long list of concerned politicians, media figures, celebrities, and others includes chef Hugh Fearnley-Whittingstall, artist Tracey Emin, model Lily Cole, actress Gillian Anderson, former Mayor of London Ken Livingstone, novelist Julian Barnes, broadcaster Dame Joan Bakewell, actor Richard E Grant and designer Dame Vivienne Westwood. The Public Bodies Bill, currently making its way through the House of Lords would give the Government -- and future administrations -- the power to sell the nation's woodland, including the Forest of Dean. What does the Forestry Commission actually do? The Forestry Commission is the government department responsible, in its own words, "For the Protection and Expansion of Britain's Forests and Woodlands". The Forestry Commission in England manages 250000 hectares comprising approximately 1,500 forests, including the New Forest, Kielder Forest. Parts of Sherwood Forest & the Forest of Dean are also under its control. Both the Thatcher and Major governments tried to privatise the Forestry Commission in the 1980s and 1990s but failed following intense pressure from conservation groups and lack of interest by industry. Since then, however, land has become more valuable, not just for timber but for providing "environmental services" such as flood control, climate change measures and amenity. In England the commission is subsidised by £30m a year, but generates an additional £63m a year in income. A government economic study released earlier this year calculated that it provides £2,100 in value per hectare per year if benefits such as erosion protection, pollution absorption, carbon sequestration, health provision are included. Those of us who live in the Forest of Dean oppose the sale, as a change of ownership will violate the traditions and privileges we and visitors to the Forest enjoy; it will destroy all that we hold dear about the Forest and will damage the local tourist industry and the local economy. When in 1981 the then Government proposed to sell forest woodlands, members of all political persuasions in both the House of Commons and the House of Lords recognised the uniqueness of the Forest of Dean and exempted it from the power of sale. The House of Lords Constitution Committee: "[The Bill] strikes at the very heart of our constitutional system". Lord Judge, Lord Chief Justice: "[The Bill needs] very careful reconsideration" Lord Woolf: "[The Bill is] of grave concern to the judiciary" and "constitutionally wrong". The Lords' Delegated Powers and Regulatory Reform Committee: "The Bill would give ministers unacceptable discretion to rewrite the statute book" The Human Rights Joint Committee of both Houses of Parliament: "[The Bill is] wholly inappropriate".
